Should I report a competitor who is using keyword stuffing on their site?

Someone wants me to SEO their site. Their site doesn't rank anywhere. The #1 spot for the relevant keywords is held by someone who is KW stuffing like crazy! It's not even done discretly. It literally says on the homepage: If you searched for [enormous list of KW] you came to the right place!

They've been there for some time. I don't think it's tripped any triggers. Should I report them? Can I report them? It just annoys me they can't just make a quality site instead.
