What is the most effective keyword density per page?

Is there an ideal?

I've read quite a bit about this, and mostly it's just "do not overdo your keyword usage" simply because your content will be unreadable for your intended audience...more importantly...it is a practice frowned upon by spiders.

Is there like a percentage ideal to stick to for my selected keywords (per page)?

it varies from bot 2 bot
2-7% is asumed good by bots ....after that spamming penality can be feared...

Try looking at the sites that do best in the categories you want to rank in. Look at index pages and subpages. At the very least you'll learn what some are getting away with (on the low and high side) while still ranking well.

Generic guidelines are basically useless. I know many sites way out of the so-called ideal/effective ranges that are cleaning up.
