I know that G and other se don't give that much importance to the url and file name of a page that are made up of keywords because of all the spamming that goes on.

Still, it still seems to be somwehat used, because you can see the keywords bolded in url and file names in the G serp.

1) I wonder if G will penalize me if I use keywords as url?

2) it looks like the keywords can be fused (no need to separate them with _ or - ) and G will still picke them up.

What is your take on 1) and is 2) true?

You will not get penalized for using keywords in URL, but stay away from two things:

1) Do not get too long of a domain name. Stay within 2 or 3 words.
2) Better not to use dashes. If you must, do not use more than 2 dashes.

Also, do not even worry about keyword being a big factor in rankings. The most importarnt ranking factors are your site content and link popularity. Keywords in domain will not really help you.
