Can someone provide me an exhaustive list of all the search engine URLS that are operational today?

I keep getting emails telling me that there are 500,000.

subber, I assume you want a list of the ones that need to be promoted to or submitted to. Those would actually be the only ones that have any relevance. For those purposes, or if it's possibly involved with certain tools for which you're involved in the development, I'd be inclined to download trials of the most popular submitting/reporting tools around and see what lists they're using.
