I know that when creating the home page you should create html links so that the SEs will recognize them and can spider the links.

If you place these html links within drop-down topics on the top bar will SEs still recognize them or do you have to break the html links out within the page?

if you are using a js dropdown menu

make use of the <noscript> tag to put your links in too.

google for sure follows these links.

Have you tried doing a search of this site, I have read a few quality threads in the past on this subject.

Here's one specific thread found in search:

Do search engines follow noscript links:

Try typing in links noscript - there are more to be found.

I have found that even without the <noscript> tag some of engines will follow them as well.
