I have just finished writing all the content for my new website.

I have the web design and content part down, but I can't seem to get the traffic I need. I have sent out ~20 emails to websites simialar to mine with good google ratings, and have yet to receive a reply.

How did you get traffic to your website? How should I?

Use a good "tell a friend" script

Submit your site to DMOZ.

Look for non spammy directories in your topic. The kind that actually approve you site and don't take just anything.

Is your site a commercial site or informational or both? Ig it has a commerical aspect try adwords or something like that.

Mention it in context on message boards. Like if the question is about something you have info on send them to that specific page.
