So I am putting together a site optimisation and submission plan for a medium sized site. I need understand whether it is best for me to target the same keywords on all the pages of the site or whether it is better to target different keyword sets on different pages.

I think that it is better to target different keywords, but not too many, and you should also have supproting pages.

Another thing to keep in mind is that they should all stay relevant to each other.

Don't try to otpimize for baseball on one page and then cooking on another.

Thanks agerhart, that was what I thought but really wanted see if everyone else concurred. I think if you want to target very different keywords then seperate sites is the best way to go.

My company now has three different divisions, each with its own site.
