Are Link exchanges bad for google/ search engine ranking.
Will it affect my rank adversly?

Not necessarily.

Link exchanges with relevant sites are beneficial. Try to avoid getting too many links in a short period of time in order to avoid the 'sandbox' effect and avoid link exchanges with bad neighbourhoods or irrelevant sites.

Thats about it really. A bit of common sense and you won't go far wrong.
