My index page is updated weekly with new information, to reflect the information I need to change the title tag.. is this ok for search engines?

Search engines use the page title as one of their ranking factors. To illustrate this just do a search for a phrase and you'll see the words in the phrase highlighted in the snippet.

This means that changing your title probably will change your position in the SERPs but the SEs will not have a problem with this. You won't get banned or anything.

I don't think it will get you in the serps as you might think, but could rather hurt. I'd add seperate pages and link from the index page.

From my experience tinkering with the title tag on the index page will cause a drop in your SERPs for a few weeks. I'd go with Jon_King's suggestion. Put a "What's New" section or something similar on your index page with links to pages with the new content.

My recommendation is to find something stable about your index page which is also reflected in the title. If there isn't anything stable about your page, make it so... Add 80-100 words or so up front, and leave them alone.
