My question is, for people who charge for SEO, what specific services is it that they are actually charging for? Reciprocal Linking? I was wondering if there are designers who design a website but without meta tags or onsite optimization, and then they offer an "SEO Package" for a certain amount of money that will include meta tags and such. If you help a company make a lot more money, then 30k a year seems a fair reward, but what actual work is it that an SEO specialist does every day or every week that warrants 30k a year?

That would all depend on the skillset of the person. SEO is just one element within the overall equation. You have design, database stuff, email marketing, PPC/CPC management, etc.
In some instances, income is relevant to experience, not the amount of work being performed. It's the quality of the work that you are paying for.
And a few other little things to make it search engine friendly.
Actually, there are more than a "few". Knowing what those are and how to use them to your advantage is what you would also pay for.
