Hello I want to ask a "stupid question"...
Does going into Google placing my keyword and the term submit a site or add URL etc still work, meaning

I go to google type "mykeyword" "add url" this goes to hundreds of pages and then submit my site.

I have found hundreds, thousands and even millions of pages of sites that have this option. Should I or shouldn't I.

What are the dangers of this practice vs. emailing and getting links.

My strategy as I have lots of good content is to do this and buy three Page rank 6 related links to run through my 1000 + pages of content.

Advice on this matter..

Though phrased as a Google question, I think it's a larger question, which has to do with seeking out reciprocal links and how the SE's see that now and in future.

Google has been noted lately as devaluing recips, which I believe is true relative to one way quality inbounds. But that does not mean that recips have no value. Clearly they still do, in all the SE's.

So my 2 cents is, be careful more than ever about who you link to, but be not afraid of recips that make sense for the user. Two quality sites in related fields that link to each other should never be a problem. It's why they call it a "Web" (well, sorta, anyway). ;-)
