Useing the same keywords on other pages. Can this be done? Spam?

Not sure about using them over and over on pages.Please help.

Q.1. I was wondering, is it ok to create *more than one page* with the *same keywords* in the <title></title>?

For example if i already have a page with the keywords:

>"widget repair program"

in the title, can i create *more pages* using the *same keywords* "widget repair program" in the titles?

Why make it harder for the SE's to sort out what a page is all about relative to others on the same site, and why purposefully miss an opportunity to grab fine slices of kw search traffic?
