Now I think is bound to be highly dependent upon whether site genuinly belongs to very limited space that they have for a given topic. It is obviously subjective as to whether given site is good enough, however I am inclined to think if your site is definately good, so well that its goodness is beyond any doubt then you should be listed pretty quickly.
speaking only for myself, generally no email is sent, irrespective of whether a reviewed site is added, moved to a more appropriate category, deleted as falling completely outside the guidelines, or left in unreviewed status to await a further review.

It depends. Sometimes sites get added that weren't even submitted, e.g., a site is located while surfing, reading an article where it's mentioned, etc.
Sometimes a submission is deleted because if falls outside guidelines and would never be approved, and then of course there's the expanse of time that fits in between those two extremes, and it defies accurate measurement.
