Meta tags kws: Penalized for listing only 1 keyword?

Penalty for 1 keyword in meta kws tag and more than 1on page?Please help.

This question is regarding meta keywords tag info.

This might be a dumb question, but i thought i read something about engines penalizing for this. I know they might penalize for listing kws repetitively in the meta keyword tag.

But.......

Q.1. If you list only [1] keyword phrase in the meta keywords tag and the engines find more than one kw phrase that you are useing in your webpage, is this seen as spam because you *did not* list it in the meta keywords tag?

I think i've read this somewhere.

Well... somebody please set me straight on this issue.

Most search engines neglect the meta keywords tag nowadays. Google certainly does. I fill in the keywords tag because it doesn't harm and who knows... Sometimes there is a repetition since I don't spend much time on it. Never had a problem. On all pages are words (do you mean thios as keywords?) which are not in the tags. When leaving out would be considered as spamming most of us would be spammers.
