Linking to sites without permission

Do you need permission to link to them?

Hey guys:)

I've read that you should have at least 1 or 2 outbound links to popular sites in your industry or whatever the page is about. (Brett's article on seo for a good site)

So my questions are:

Q.1. Can i link to websites without getting their permission and will i get into trouble if i do it without permission?

Q.2. Should i create 1 or 2 outbound links on every page for better pr and serps rankings? Do i need to?

You don't need permission to link -- except where courts have overruled the true peurpose of a link.

See the "links and law" pages:

How you should link depends on what services you are offering your potential users. The links needed will emerge from your model of user needs and interactions.

a) outbound links will NOT affect your pr (except in the most trivial/abstract of ways)

b) some people say however that outbound links will improve your serps, this is the theory behind many site/serps scraper sites.

I read the info at the linked to site you provided.
A little confusing.

Q.1. Does it mean that creating a link can be done but you can't be endorsing the site linked to or trying to seem affiliated with the site?

Q.2. Also if i'm just supplying a link to a site for more information can i do this?

For example:

A site on credit. Linking to another site that speaks of loans information. Linking in text like this:

<p>
"Other sites provide information on loans. Here's a link for your further research:
<a href="xyz.com">xyz</a>"</p>

Q.3. Is it ok to provide the link this way?

Q.4. Is it safer to just email requesting to link to them?

Many SEOs believe that if you don't get at least one C&D letter a quarter you aren't doing your job right. Link freely, but remember, you are linking to give YOUR visitors quality content. Make sure it is there. Be loyal to them and good things will happen.
