Choice of structure

I'm trying to choose between the following 2 site structures (highly simplified):

Sructure A
www.example.com/index.htm
www.example.com/products.htm
www.example.com/support.htm
www.example.com/training-courses.htm
www.example.com/training/details.htm
www.example.com/training/prices.htm

Structure B
www.example.com/index.htm
www.example.com/products.htm
www.example.com/support.htm
www.example.com/training/courses.htm
www.example.com/training/details.htm
www.example.com/training/prices.htm

The "training courses" file (in bold) is at least as important as the "products" and "support" files so from a search engine point-of-view should it really be at the root along with them (structure A)? Or is it better being in the folder with the files it points to (structure B)?

...or perhaps even www.example.com/training/training-courses.htm

I'd lean towards example A because of the past preference by the search engines. But I really don't think it will make much of a difference now.
