ok for ibl to point to dynamic page?

is it okay for all the inbound links to point to a page that is generated dynamically like www.something.com/blah.php?var=23?

Or does this hurt my rankings (im mostly concerned with google of course)

If the dynamic page contains only a few parameters (say 1, 2 or 3) then its no problem at all.

Try to get your inbound links:
1) with varying anchor text
2) from varying IP ranges
3) from varying PR pages
4) from relevant sites
5) to different pages on your site

It will show natural links as opposed to the ones that are just to inflate the search engine.
