<h1> tag use. Logical structure to page?Keyword repeats?Please help.

Is it looked as spam if the keyword repeats.Logical outline?

I was hoping you could answer a few questions regarding the <h1></h1> tag?

I hope you can answer:)

Q.1. I was told i should have a logical structure for the webpage.>An outline. As far as **spam**, will it look like i'm spamming if i setup the page like the following example?

>The keyword repeats."widget repair".<

Q.1. So my question is if i setup the page like this:

<h1>widget repair services</h1>
<h2>widget repair</h2>
<h3>xyz book</h3>

Would this be ok to do? Spam?

Q.2. Also, when using the keywords in the <h1></h1>
tag, should it *only* have the keywords in it without
extra words in the <h1></h1> tag?

Q.3. Will the kw emphasis be lowered if it has more
words in it?

Q.4. Could it be setup like this with both in the same
<h1></h1> tag?

Ex.

<h1>widget repair services<br>
widget repair</h1>

Q.5.>which method would be better in your opinion?

I tried this before and still have some ranking on certain pages. Depends on how you do it. Maybe can apply css in h1 tag also.
