naming of a file

naming a file with hundred of meanings, will it be better to add the name of the directory to explain the particular file meaning or it will found out by the search engine from the folder name:

which one of those 2 examples is better to use as a file name for "european widgets":

1- widgets/european.htm

or

2-widgets/european-widgets.htm

As first level domain names/directories are faster and better recognized from SEs.

Hmm... both examples have the same levels in this way.
It'd be probably worst to use widgets/european/widgets.htm

this is how the file is positioned inside the directory and I still can't decide : 1 or 2?


1)-www.sitename.com/widgets/europeran-widgets/sweden

or

2)-www.sitename.com/widgets/european/sweden-widgets

The closer to the main domain "widget" is ,the better.
