I am planning to design 2-3 websites which will be implemented using illegal OR black-hat techniques to get top positions (I know it will be for short time period)....These websites will have links to my actual main website (which Uses all White-hat techniques)...Will the search engine penalize my website because of these spammy websites are driving traffic to my website....I know it would be fine but just want to make sure!

I would be very careful of this! It doesn't sound like you want to cross-link. It sounds like you want to create a one way link to your existing site from your new sites. I know the old notion that you can not be penalized for a site linking to yours. But the difference here is that you own all of these sites (that you claim will be really black hat) and google is now a domain registration company with complete access to whois at a touch of a button. Need I say more?

Thanks for the reply...Well If the registration name and info will be different, then you mean it is possible right? I know several good websites doing these practices...The keywords I am trying to get a good position, are very hard and only these practices can help you to get somewhat good position...I know google does't penalize you for doing so as you dont have control over other websites...It was just a thought as I have tried all the white hat methods but of no use...'cause everyone is doing black hat methods so I cant beat them...Any more suggestions you have which can be useful?
