Yahoo Directory and DMOZ.org are two obvious ones, but it is likely that if you are a car mechanic, for example, that you can get listed in a state or city directory.
Look at what sites are top listed for your keywords, and see who is linking to them, and see if you can get links from those sites as well.
Depending on your niche, if you have a particular area of expertise, it might be worthwhile contributing articles to another, busier website in exchange for a link to your site in the tagline. Those kinds of links can give you long-term traffic from people who read your article in the years to come, as well as search engine benefits.
Finally, depending on the goals of your website, you might find that advertising with Google Adwords, or Yahoo's Overture Pay per click services might bring your additional visitors, but keep in mind, you are paying for every click, so paying $5 to get $1 in sales, is not a good idea.
I don't know anything about the company that you referred to, but frankly I would not really recommend paying any company to get me listed "every where" - those kinds of services usually end in tears.
