Spiderable hierarchical menus

Urgently need a logial navigation SEO friendly

Hello

My site is growing in content so I need to put content in different subcategories

IE: Statepage.htm
city.htm
city2.htm

Statepage2.htm
city1.htm
city2.htm

I use plan html links in navigation and works great, but my navigation bar needs to be hierarchical now to host all my cities in a logical way.

My fear is using a flash swf to build the hierarchical menu, or a javascript will do the job but it will spoil the SE spidering.

I need the content to be navigable and a simple menú in all pages to be 1 click away any sate or city page.

What can I do?

One thing you could do is go ahead and make a flash or javascript menu, then have an HTML version of the menu at the bottom of the page near the copyright info.

Yes, but I guess there's a big difference for search engine rankings a page with upper nav bar full or relevant html links using your keywords and that in bottom of page...

Am I right?
