Where the truth lies?

A well know host (actually WebmasterWorld host)
Is offering to its clients a monthly site submission to 2000 SE

We both know that even w/out submission the site will be crawled.
Plus there are rumors about wrong doing by over submitting, over submission is said to start when resubmitting more that quarterly

What do you think about that host move?
And what does it teach?
