Do the SE count the links who come from php or cgi scripts?

or only from .html

If the link to your site is like:
blablabla.com/edikvosi/script.cgi?form.2458gfk
do the se consider this as a link or not?

I have inbound links showing up in Google that are php and cgi.

A friend of mine told me that they are not considered as links.I hope he is wrong.

they do count, BUT they also count as different pages ..

a client of mine wanted a little script on his page, telling him where the links are coming from (example.com/index.php?advertiser1, example.com/index.php?advertiser2, example.com/index.php?advertiser3, etc.)

now he has several different pageranks - so from a SEO standpoint it is a nightmare, but I couldn't possibly explain that to him ;(

also if anyone has an idea, how to remedy that problem, it would be appreciated!
