Link text on multiple pages

I got two sites. In one of the site i got 200 pages with page rank from 2 to 5. If I place a link to second site in all the pages of first site, will improve my second site rank higher?

We do something like this with one of our sites.

It does help the 2nd site substantially, however, keep in mind that sitewide links can adversely affect your rankings if your site is new (read that was a problem on another thread here).

Things to consider, are they both on the same class c/ip, do you need to have links on every page, or perhaps just the main sections?
