Is it okay to submit a one-page site?

Afraid of getting penalized

Can someone tell me whether it is okay if I submitted a one-page site to search engines? I wrote an essay about the history of a city and have no other pages on that domain, however, I plan to add more pages in the future.

Can I start submitting now or do I have to wait until I have more pages?

I wrote an email to one of the editors of dmoz.org and he said that it was okay to submit a one page site. He prefers that than the usual 100-pagers that spam the engines with junk.

Look at at step One on How to suggest a site to the Open Directory [dmoz.org] if it meets those requirements, whether or not it has one or more pages is irrelevant.

I read that and it didn't mention anything about one-page sites. Anyways, i wrote an email to the editor of my category that I want and he said he wouldn't mind adding my site to the category since I was not trying to spam the category with the usual hotel/lodging crap.

So I submitted.

I don't see why not as long as it's a good content page.

My understanding is that SEs don't like the one page sales pitches on how to make a million in MLM or selling ebooks.
