Optimizing Tactics

Which is better to do; Or do both?

I am optimizing a site that currently has 30 good content pages related to main KW phrase with one page devoted specifically to KW phrase.

I know I will be optimizing the main devoted page for said KW Phrase.

Should I opt the root url i.e. www.widgets.com for kw phrase as well or supporting words? Any suggestions or theories.

I would say it depends on what the index page can carry. If you have enough text on your index page to be able to optimize it somewhat go ahead. IMHO you can have more then one page optimized to the same KW, especially if the both have good and unique content.
For me it would be natural to have my most important KW on the index page and this page optimized for this word, as much as it can carry.
