according to bret's excellent articles about SEO, there should not be any words in the <description> and <keyword> that arent in the body content of the page

my question now: is text from a php include displayed on the page considered as being in the body? and text inside <option value>?

lets assume i have <description>: new york, la, seattle. and these words appear again in a <option value> link to newyork.htm, la.htm etc. in a navigation menu

Do you mean like in dropdown lists? I think there's a thread in the Google News forum indicating that drop-down information is now being indexed.
