Cost of text links

I'm wondering how much do text links cost?

I've seen the following table somewhere:

* PR5 text link: $5/mo. to $15/mo.
* PR6 text link: $40/mo. to $70/mo.
* PR7 text link: $100/mo. to $170/mo.
* PR8 text link: $200/mo. $250/mo.

Does it mean that text link from the only page with PR8 costs $200-250 or it means that it's the price for sitewide link (at all pages of the website that has PR8 of index page?)

text links cost as much as the seller can get for them... no more.. no less...

Some people have publicly sold text links as high as $40,000. Every site that sells links has a different price and a different way of offering it.
