IP address in Alexa's Top500 but no website attached?

Hi,

Something catched my eye in the Global Top500 of alexa. There's an IPaddress at position 323 but there is no website at this IPaddress? How can it be in Alexa's Top500 then?

Since when did alexa ratings make sense?

Alexa shows ranking based on visits whether intentional or not. Which is why sites like doubleclick show as highly ranked.

So the website in question could have got its ranking from ads, popups, spam, scumware, or even, maybe, it was (can't get it to load currently) a legitimate site, just as google uses ip addresses when accessing cached versions of pages.

Also according to Alexa, the website hasn't been busy for long, and has in the past experience 'down time'
