Site vs. Page Optimization

I've been working on an site and it has very good rankings for all of the sub pages that focus on very targeted terms, but I'm looking to get the front page ranked for two or three much more general keywords. I understand page optimization but am pretty much at a loss for what to do now. Do I optimize pages for each term and link to my index or just optimize the index?

Do both. It's easier to get a page to rank for a single term than it is to get it to rank for multiple terms.

So make individual pages for each term, and of course link them to and from the home page with the appropriate anchor text.
