Can text be hidden to the viewer, and still related to the keywords? Will search engines see text that is obscured, such as the same color as the background. How about under another "layer" in dreamweaver lingo?

This is known as bad and considered keyword spamming. Do a site search for hidden text or here is another thread.

Hidden text still works really well on Google, (despite claims to the contrary). I have seen some that have been top ten for well over a year, despite being spam-reported.

Whether it is worth doing is a different matter, there are loads of creative ways of getting the content on to the site in a risk-free manner.
