Same content...almost?

Different pages for different cities

I'm selling [snip] and have made specific pages for different cities on the same site. For example, the title says "[snip]" and has [snip] within the page's content. Other pages have the title "[snip]" and have [snip] within the page's content. Because only a few select words have been changed, will the SE's penalize me?
Suggestions?

Right now, Google will not penalize what you describe (based on my experience). Whether it should or not is open for discussion. I live in a rural community, and I can not find anything in my town because of all the sites driven by some database of US towns and cities.

You can get penalize, but if you change some things around on one page then you should be fine. This happen to me about 3 or 4 months ago on a site that I owned. I also have friends that this happen to. I am also a part time SEO and see this happen as well, so be careful on it because Google's bots are dumb.
