Now it is nearing completion, I need to make arrangements to submit this site to search engines, however I have never been involved in search engine submission before, and it is all new to me.
Ideally, as we are dealing with a charity, we need to consider costs at all times, however at the same time, we need to get listings on the big search engines, such as Yahoo and Google.
I was propssing to use some free web space from freewebs.com, purchase a domain name, and then redirect this to the freeweb space, under a cloaking arrangement. The webspace i am using at present as detailed above, is my personal space, and so I will be registering further space for my club.
Can anybody assist me,or give me any useful advice.

I guess cloaking is really going mainstream when local Rotary clubs are considering it! ;)
Seriously, your basic plan sounds fine, although hosting can be obtained so cheaply you might want to consider whether using a cloaked forward to free space is worth the hassles you may encounter on the free hosting.
"Submittal" isn't a big deal these days. If you get some external links to your site, the SEs will find it. Of course, submitting to free directories is a good thing for a zero budget. Links from other clubs or the web sites of your members should be all it takes to get indexed and to be found for focused searches, like "rotary club yourcity".
