I notice alot of well ranked site list keywords on there index page. No cool narrative, just a list of keywords. I have always understood this was a no, but is it ok? If so, what guidelines should be followed?

Doesn't seem to matter to Google at least; I see it all the time. One funny one I saw:
"Please excuse us whilst we list keywords and their common misspellings for the search engines:"
