Optimise search pages

I often find pages indexed from a sites search results page. How does a search engine spider keywords into a search pages results and is this effective seo?

Often this is a scam (OK ... many people in here woudl call it legit business).

The results are PPC results, often Espotting. So... a person optimises/cloaks around a serach phrase, and then gives back results taht are relevent to that phrase.

You get relevent results (supposedly) and the web owner gets some of the click through revenue.
