Optimising for dial up & braodband sites

What is the best method for optimising 2 sites for the same thing ie. a site with dial up and broadband choice of connection?

Can I optimise the "splash' page where the user chooses their connection even though the content is in each of the home pages for each site version?

Should I put some text in the splash page to make it a valid page for the SE's?

Wanting to get it right before uploading!

If you have a splash page with no or minimal text you could use the no tags within a frameset.

If you don't use frameset, you can either add text or look at some form of cloaking. Your best best is probably a notags scenario.

I'd go with adding text. The home page gets the most "power" from a SE's point of view, no sense wasting it. Choose a default according to the "lowest common denominator" for the home page, make sure that it has text, and then allow them to pick according to their connection.
