PageRank-aware SE submission database

I feel like re-inventing the wheel, but...

I have an idea that I want to share with the colleagues around...

We routinely submit our URLs to hundreds of Page-Rank 4+ SEs and directories. It is a slow and cumbersome process, as most of you know. Some places demand reciprocal link or banner, some ask for proof of humanity (like Altavista´s stupid quiz), some reject sites with certain language, scope or regional attributes.

To make this task easier, we started to compile a database of all the worthwhile (PageRank 4+) sites that accept URLs for listing. About 250 so far. We also designed a table to keep our projects´ attributes. Then, we can match both tables and find the appropriate places to submitt a site.

So, if we are promoting a site that doesn´t agree to link exchanges, deals about XXX matters and only applies to local viewers, we know beforehand to which sites to submitt... maybe a fourth of the total list... so we save time...

We program in MySQL-PHP. The database can be edited online to keep track of which projects were submitted to which SEs. The SEs that changed policies or just died can also be edited...

Do you get the idea?

Well, this project was meant to service our own 20 URLs and a few customer´s ones... but I am thinking in offering this service for a charge... maybe 100 URLs will be free and the whole 500 will cost a few dollars...

Questions:

Is something like this already existing?

Do you think is feasible?

Will this process improve my PageRanks?

Any ideas on how to improve it?

As the next step in this project, I published a list of more than 300 sites that accept submissions. There are more than 50 directories, the rest are spiders and a few multi-submission services.

The list is in MySQL format, for easier update and sharing.

The sites that demand payment or link exchange are identified.
