I want to target two, 3-word keyphrases:
"Blue Widget Templates" and "Blue Widget Design"
The title tag reads: "Blue Widget Templates - Blue Widget Design - Blue-Widget-Templates.com"
The H1 reads: "Blue Widget Templates<br>Blue Widget Designs"
All other things considered correct, am I wording these right? If not, what are your suggestions?

First, I would split them up. Either put "Blue Widget Templates" in one <h1> tag and "Blue Wigdet Designs" in another.
Or, and imo the better, place your main keyword in the <h1> tag, and place the two secondary keyword variations in <h2> tags.
Looks ugly.
If your site appears anywhere near the top of the serps it may very likely be overlooked if there's another site with a more compelling title that speaks to the surfer.
"BLUE WIDGET DESIGN TEMPLATES" is better.
BLUE WIDGET DESIGN TEMPLATES - Clean Design for [insert your target audience here]" will repeat the word "Design" and inject a positive statement about your templates, while calling the surfer to action
It distinguishes your serp listing from widget-design-templates.com, widget-template-design.com or widget-design-templates-net.com, or my site, Widget-a-Rama.com... ;)
First page can be general, read up on keyword combinations. Inner pages more specific.
My style is to have natural looking title tags that are relevant to on page factors and do double duty by calling out to the surfer. First words in title more important- words at the end less important. Overall the look is transparent- it doesn't LOOK optimized- it looks natural and doesn't intrude on the brilliant graphic design... something my clients appreciate.
Others do it differently and that's fine. I think you can find at least a dozen opinions on how to do it.
