How does it rate on a scale from 1 to 10?

Used various programs in the past. I prefer to submit by hand. I ground my entire SEO campaign in not doing things the fast and easy way and I've found success in doing so.

This SEO TOOLKIT seems pretty robust though and I'm interested in feedback from those who've tried it.

If it saves me from going to 20 online apps to check links, ect. it may be worth a try but I want to hear your experiences with it first.

searchenginecommando - the best i have found, i've been using it for a couple of years, only as a reporting tool after major updates to see shifts in Comp's ranks.

Personally hand submission is the only way, anything else is dodgy big time.
