Layers With Negative Coordinates

Is layers with negative coordinates considered hidden text?

I found a site with layer that have negative coordinates, so you couldn't see the information within the layer on the page, and their pagerank was 6. Is this considered hidden text?

I looked in this forum for the answer but I only found topics that talked about the "hidden" attribute, but these layers uses the "visible" attribute.

Regardless of the method used to hide it, I think that if users can't see the text on the page, than it should be considered hidden.

Yes I feel the same way, but this site isn't being punished and I just wanted to know if Google would penalize a site for this.
