Frames and doorways/hallways

Attaching a top frame to door/hallway pages

My site has a permanent static frame at the top (linking to the main parts of the site) and all the pages sit/scroll behind it - I'd like to create doorway pages or hallway pages to submit to the SE's but how do I attach the top frame to the other pages ?
