Do most search engine spiders completely stop crawling when seeing this?

Is it considered spam?

I honestly don't think it would be spam considering you're not wanting the page to be in an index just wanting the links to be followed.

What do you folks think?

I'm trying to see if the spider actually will do what the tag says (noindex,follow). Don't index the page but follow the links. Any more insite would be great.
