Page Ranking and Linking

Is it the links page or the home page?

First off, thanks to all of you who post here, I usually hide, lurk about and just learn from what I read. In fact because of you my site's PR went from 5 to 6! Yeay, good job! ANYHOW...

My question is this: There's a lot of talk about PR and the fact that it is optimal to link to sites with higher PR. Which page's PR (on the other site) are we dealing with here when we link to them? Their links page that contains your link or the homepage which you are linked to? More than not the homepage's rank is higher, at least in my keywords.

If you are looking at high PR then it is the page that is linking to you which is important.

Dont forget to link to pages that are of importance to your site users and not just to your sites PR :)

That's what I figured, and the thing is, this whole time I had it in my mind it was the homepage. And yes, I have strict guidelines for who can link to my site. They have to be widget-related. Although it can be a hard balance sometimes- between optimizing the page and appealing to the consumer.
