Link Popularity

Does link popularity have to be relevant to site?

At the moment I am really falling down on my link popularity. I'd be interested in people's opinions on whether link popularity has to be from relevant sites in order to boost search engine rankings, or whether any link (except porn etc) is a good link. Also, do I need to link back to all the sites that link to me, or is it good enough to have inbound links only?

Having inbound links only is fine from the search engines's point of view, but other webmasters are more likely to link to you if you're willing to link back to them.

Relevant sites are important. Don't think link popularity, think link RELEVANCY. Then you'll be on track.
