Does this page break every rule?

canned website has too many keywords

I am a newbie.

I bought a predesigned realtor website and in looking at the
key words it appears to me that it has WAY too many.

1. Is this going to hurt my search engine ranking?

2. What is the purpose of 1¦1¦1¦
in front of the <title> tag?,
and <!-- 1¦1¦1¦ in front of a line that appears before
the <title> tag?

3. Is it still true that a frames based page such as this
one will not rank well since spiders don't read frames?
