Submitting to google is, IMHO, a total waste of time. If you have links pointing at you Google will find you, whether you submit or not. If you do not have links pointing at you Google will ignore you whether you submit or not.
One place for getting a free link for a commercial site is DMOZ. It took me about six weeks to get accepted, but this is one area where your mileage will differ markedly and unpredicatably.
Non-commercial sites can get free listings on Yahoo! and Zeal, these free options are not available for commercial sites. There is an ongoing debate about how valuable or otherwise a $299 listing on Yahoo! is.
Another source of links is local or industry-specific directories. I had a quick look at your site earlier today and you seem to be affiliated with a larger group, a link from them would be a quick way to get started.
Finally, in the case of Google, you must understand the time frame. The coming October update will reflect links and text as of early this month, anything you do today will not be fully effective until the November update. Googling is not for those seeking instant gratification!
But Google does reward those who study it and work hard. My daily unique vistors have increased eightfold since I started learning about optimization, mainly by reading what was posted here and thinking about it.
That is a good number for a start, but as I said earlier it will be about six weeks before you see their effect :(

The Google Toolbar is almost essential for chosing the sites you wish to exchange links with.
