Should you target high traffic sites only or does it matter?

If you're linking for PR purposes, it is probably not nescessary. Of course it can never hurt to find a link that will not only bring you PR, but a steady stream of targeted traffic.

So for "Link Pop" it doesn't matter whether or not it's linked to a high ranked site on google, etc....?

Well presumably a site that is ranked high in Google is considered relevant to the Google algo. If your page and that page share any kind of theme, then it is very much to your benefit to secure that inbound link.

Example: If you have a link to your site from a site which spends millions in advertising, but not in Google at all, it does nothing for your rank in Google. If you have a site that has never had a unique hit from a browser, but is ranked highly in Google, it will assist your rank.

Link to sites that you feel would be of value to your visitors.

Don't worry about how much traffic that site gets, how high its PageRank is, etc.

Bottom line is: if you feel the site you are linking to would be valuable and informative to your site's visitors, then go ahead and link to it.

Anyone who has been on the internet for at least 6 months knows the difference between sites that are "good" and sites that are "bad".
Just use your best judgement.
