I would like to know do you use CSS layers for SEO most of the time? It seems to have an advantage to bring content right at top of body section.

Having your content right up after the <body> tag (after a well chosen h1 of course) does wonders for SEO
I recently did a site with a right column that holds an "editors note" which is essentially a great place to stuff keyword content without distracting the user from the products (center column).
I put the right column first in the html flow... works a treat ;)
