You ask for your page rank. Page Rank is a term and concept specific to Google, it denotes Google's system to measure a page's importance.
So if your site is listed in Google you have a PageRank attached to each page. How do you find out how high your page rank is - without the toolbar? Ask a windows friend (if you should have one ;)
Usually you could go to the Google directory, which is a near mirror of the ODP / Dmoz org, and shows page rank attached to the listings.
You say however your site is not in odp. If you feel your site complies with the guidelines there, you should resubmit. It's still probably the most important listing you can get on the web.
Having been dropped out of the odp does not neccessarily mean your PageRank has gone to zero. All links to your site count, Odp is just one of the important links.
